Which would result in probably having to buy, at least, a better PSU and maybe even a small RAM update. Not everyone wants to spend that kind of money.
Besides, the r9 280 will most likely be able to handle TW3 just fine.
Where are you getting this info from? Their processor should be fine with an OC and what makes you think the r9 280 is good enough and not the CPU?
eh, with that GPU if you play at 720p and turn off anti-aliasing you should be able to set everything else to high or ultraWell according to the Can you PC run it site I need to upgrade my video card. It's just that when I see a rig like that: i5 3450, 8GB RAM and a 9800 GT, it literally reeks of a pre-built PC - and most of the time, those come with bad/no-name brand PSUs that look decent at first glance (to deceive people with limited knowledge) but in reality they're little more than cowsh*t.
If BF4 comparing screens show anything, I'd say that 'low' preset still looks decent (if not good). The difference with 'ultra' is obvious, but it's not that bad actually.
Probably, we could ask devs to show us some 'low' screens, so that people who own both PC and console could decide which is better for them? Preferably with both DX10 and DX11 rendering.

Being curious about how Frostbite games look and feel, I installed BF4 and NFS Rivals on my PC. Even at the lowest settings, both these games still look pretty good!
My advice would be to get the game, run it, and then decide on upgrading components.

Resolution? Could (!) be tricky on 1080p, but anything below that and I'd say you're good to go for Medium settings.
I got through DAO although I wasn't even in level of mininum specs.. I guess you will do okay too with DAI ^^
It won't be as pretty though but I think you can just play it fine.

If you use the Mantle API, it should run very well with your CPU bottleneck. I have the same CPU paired with a Radeon R9 270x and I get a massive framerate boost in BF4 when enabling Mantle. In some cases even double the framerate I get with DirectX 11.
Edit: I launched BF4 real quickly, and while I get 60 fps (my fps cap) on the high preset at 1080p, I do notice some framedrops in multiplayer. Single players is really smooth, though.

The GPU is faster than the minimum. It's not great, but it will do.
"Can You run It" is a very inaccurate tool. I advise caution when using it.

Hmm, laptop specs are often really hard to compare against desktop specs, as the difference between the two changes a lot between generations. If you want my honest opinion however, this probably won't be enough to run DA:I at any comfortable level. I'm going to assume that your screen is 1366x768, so you might be able to muddle through, but this is really a game meant to be run on a mid-range desktop, or a high end laptop. A low-mid range laptop is going to be iffy at best.
If you are planning on getting DA:I and are looking to buy or build a new computer, there are plenty of people here or elsewhere who will be able to help you get a fantastic deal for fairly little, you're looking at probably $700-800 (including peripherals) for a setup capable of running DA:I and other games at decent framerates on probably medium settings at 1080p.
PM me if you want any specific help, otherwise, there are plenty of places out there where you can get recommendations for a new build that will suit all of your needs.
I meet all other requirements for recommended but my CPU is sitting at 2.3GHz which drops me to minimum. I'll see what it's like when I run it.

As far as the game requirements, my processor is i3 so 2 core 2 thread so 4 thread = quad core and ram is the suggested 4 gb. Only doubt is whether the graphic card can handle it. It is of 1 gb and many a times, a few games that were said to not run on laptop graphic card do run smoothly on low to med settings. Im looking at a resolution of 1080 p to max 1280 p
Min PC specs are still going to exceed the last gen versions of the games. It won't run choppy and such, as long as you have the settings down where they should be. Stuttering and choppy are only going to be if you try to increase the settings beyond your hardware's capability.

it says on Can I Run It, that I need to upgrade my GFX card, but it said the same thing about BF4 and I ran that fine on ultra.

Which is fine for me, the graphics look good @ 1080 p for me and the gameplay is smooth from my experience of recent releases. As long as I can play it at low to med, its good with me.
