Like some of the others I got the impression that Cassandra didn't want it suppressed. Not really sure about Leliana though I think like others it may be like her reaction in Redcliff in DAO but can't say for sure about either's motivation or feelings about it from just that short game play segment. Then have to wonder if it could be due to the PC being Dalish and if it's similar for a Dwarf and Qunari and that it may be different if the PC is human. Didn't they say they were gonna spread out reaction to the PC race through out the game somewhere it may of even been in that video just thought I saw something about that recently about how they did it in DAO and wanted to spread it out in DAI.

I just read Cassandra's interrupt as stopping Leliana from trying to tip-toe around the issue. For me it very much read as, "Don't. We're knowingly allowing this rumor to be spread because it'll help us in the long run."
As for Cassandra's disapproval, I think it was more of an issue of the Inquisitor blatantly disregarding Andraste, who--as Chantry Seeker--Cassandra devoutly follows.

It remembers another quest in the same kind of situation. The first time we see Javaris Tintop. He wants you to kill some Talwashots (not sure for orthograph sorry) or something like that for explosives. If you say that you will do that not for him but to remove these lowlife people, Aveline will agree.
