We have 12 companions and advisers....but among the 12, only 2/3 are romanceable. Let's take the meta- ("Dwarf sex scenes are hard to program!") reasons out of the context and simply discuss the in-story reasons why they are not.

For Varric, it's a simple matter of him being a little too not over Bianca.

Leliana? Issues with romancing the Warden, perhaps.

But what about Viv? A strong powerful woman like Viv is not a romance option?

And Cole? Cole is just adorable. Why can't we romance Cole as a male inquisitor?

Cole is featured in Asunder, and his mental development is very much that of a child - especially about understanding relationships. Which is different from being naive, like Merrill. Cole doesn't have the mental maturity to understand relationships, much less be able to knowingly consent to one.

Viv is too cool for the Inquisitor, and Cole has the mind of a child and the body of a corpse.

Why does there have to reason for a character to not be interested in the Inquisitor?

That being said, for Cole he's a spirit and he also has the mindset of a child

Maybe they will explain in-game why they don't romance, but like real life, not everyone is interested in such a thing, especially when there are such bigger things going on.

Vivienne seems to be the kind of woman who fits that category. She wants to be First Enchanter and she wants it now, why waste time with romance?

Simple.

Leliana is either potentially already taken or just not interested. Or both.

Varric just isn't interested.

Vivienne just isn't interested.

Cole would just be downright creepy.

He's got the mind of a child, reason enough not to make him romanceable.

They're just not that into you. Or has the mind of a child trapped in a corpse.

Good to see the vast majority oppose a romanceable Cole.

No sweat, if you need a M/M romance just pick Dorian or IB.

We all know the reason for Cole, his mentality. Not only does his body appear to be decaying, but his mind is comparable to a child's. BioWare doesn't want to go there, and I thank them for that.

As for Vivienne, we don't know yet, but I've seen Allan post somewhere in here that there was a point in the game where he said "oh, that's why", so I assume we'll find out.

You don't need to apologize, that's why you asked, to get an answer. ^_^

Well, Vivienne likes the Circle and wants to keep it intact. If she succeeds in that goal, it would conflict with any relationship with the Inquisitor. The Circles we've heard about tend to discourage sex and romance among mages, and even if they didn't, what would they end up doing? Have the Inquisitor visit her occasionally for conjugal visits? Romance is incompatible with what Vivienne wants, so she probably doesn't see the use in it, and having her abandon everything she holds dear for "love" would be terrible writing.

Or perhaps Bioware is really stepping up their representation game this time and giving us an asexual/aromantic companion.

Amazing. If that happened I would immediately restart and create a character in the CC that looked identical to them, just because I'm a horrible troll like that and it would make me giggle.

Romancing Cole would basically be the equivalent of romancing Wild flower from Jade Empire. Just... no.

Do you frequently demand explanations from friends about why you're not currently in a relationship?

"You! Random woman on the street! You seem attractive. Would you have sex with me right now? If your answer is no, fill out this questionnaire that will provide me with insight as to why. No, I don't care if you're late for an appointment."
