Considering she's dead in lots and lots of people's playthrough so unlikely to even be in, and they've already announced the romance options for this game that's a month from release, I suspect it's gonna be up to Sten:

Probably won't even be in it, and if she is it'll [probably be in a Nathaniel Howe/Zevran type of quest where if she lives she is sent on a mission to find something or if she's dead she's replaced by generic grey warden

I wouldn't mind. Probally would make an better romance then Cassandra and Josephine. She is alive in my game. Mage is Hawke is overrated.
Bethany never died in any of my playthroughs, but even more importantly, the only times she ever 'died' was in a story told by Varric to Cassandra, which could easily be explained away that Varric made up that Bethany died to protect her from the Templars looking for her. So she never 'has' to be dead, in any storyline. That said, it would be nice if she was an LI, but it would also be nice if she was a teammate. I say Bethany for Teammate in the Expansion! Then once that happens, the romance would logically follow

While I'd like to see some closure on what happened to the missing Hawke sibling (it could have been Carver, you know) it's unlikely to happen. There are 6 possible outcomes.
1. Bethany alive in Kirkwall - dead in Deep Roads
2. Bethany alive in Kirkwall - made a Circle mage
3. Bethany alive in Kirkwall - made a Grey Warden
4. Bethany killed in Lothering - Carver dead in Deep Roads
5. Bethany killed in Lothering - Carver a templar
6. Bethany killed in Lothering - Carver a Grey Warden
Considering she didn't survive to see Hawke become Champion in 2/3 of the possible outcomes, the likelihood of her appearing is minute. While she might have been the most mentally stable character in the DA franchise to date, I doubt we'll see her again, let alone be able to romance her. Like the warden, it's time to let this one go. In the default world state (the one for players who aren't importing any decisions), Hawke would be a mage, and by default, Bethany would have perished defending her family against the ogre.
I'm sorry. I think this one just isn't meant to be.
Bethany has the sad issue of being absolute dead in 1/3 of play throughs and potentially dead in 2/3 of playthroughs. Carver isn't in a better spot at being absolutely dead in 2/3 of playthroughs and potentially dead in 1/3.
So it might be readily understandable if Bioware were not to put to much into a possible inclusion of the characters.
I wouldn't mind an optional fling. Like you know, Anora or Samara. I know she is likely an cameo at best. But I can still see the potential in it.

I wouldn't be surprised if we get the opportunity to talk with Hawke, that we may learn what happened to her, if that line of dialogue is brought up.
As far as romancing her, no thanks. I'm happy with the romances that are already in the game.

yeah, i want bethany to be romance-able, but they already listed all the romance options, and bethany probably isn't even in inquisition.

Poor carver, he always lived on my playthroughs, and he was always ignored, kinda like fenris.
it could also be that if Hawke didn't romance sebastian that Bethany would have gone for him. She clearly fancied him.

Some deaths can be retconned with things like "Well, she was next to the Sacred Ashes..." Bethany's/Carver's are not those. If they're dead, they aren't just dead, they're Ned DeadTM.
