Adding a few things that EDI says in ME2, clarifying, nitpicking, whichever works :)

 

- EDI mentions that Cerberus never has more than a dozen cells running at a time due to TIM being control freak.

- Each cell is lead by a single operator, and she also says Operator Lawson.

- Cerberus has about 150 agents and operators organised into 3 cells.

- They have an income of several billions of credits per year. Funded by businesses pretending to be legal, donations from wealthy people in the alliance military industrial complex.

I'm pretty sure TIM wasn't indoctrinated until he began messing with Reaper tech implants, granted that is based on the vid logs from ME3.

ME2 lists Miranda as a 'Cerberus Officer', and Jacob as a 'Cerberus Operative', though.  And I think EDI also said something about them only running a few projects at a time, since the Illusive Man wants to have direct oversight of what they're doing.  So if that's true, and each operative ran a whole cell, then you'd have 140 Cerberus cells sitting around doing nothing because TIM is too busy to micromanage them.

 

I assume 'Operatives' refers to all the elites and specialists in the organisation. Assassins like Kai Leng, combat specialists like Jacob, science guys like Archer and Wilson, generally able all-rounders like Miranda, etc. One of them probably gets assigned the role of lead officer of a cell as appropriate, and Cerberus probably hires a load of Redshirts as well.
