you can always buy the game via origin the save data will still be on the cloud when you buy your next computer

If you are a student, you might be able to get Win 7 or 8 free through Dreamspark.
If you are brave enough to test out Windows 10, the technical preview will last until April 2015.

Windows 10 is pretty stable. Plus it just a rebranded Windows 8.2 to be honest.

DirectX 11 is required. If you know how to get that working on Vista then go for the pc version. If you aren't sure about what i just said then stick with the Xbox version.
Didn't DX11 get rolled out to everybody at some point? I know I never did anything special, but there it is.
Derek French said, IIRC, that he didn't know whether or not the game would work on Vista since they weren't going to test it.
I'd give it a shot. Worst comes to worst you can try the W10 preview.

Windows 7 would be a good investment though. There is an upgrade licence I think, not sure on the price
