Um.....that's not who was trying to make peace....the Chantry called the Rogue Mages and Templars to a conclave and tried to work something out. From what we can tell all the reasonable people on both sides would've been there, so now we're left with the unreasonable ones (like Mages who kill innocent Civilians and Templars strung out on Red lyrium). We also now know that Cassandra is able to use Templar techniques without Lyrium so....yeah not sure what you are on about?
Calling it "desire" so openly and clearly shows how much this is your opinion and a biased one at that. Justice does not offer his opinion, he casts a judgement and he announces Templar oppression must stop. He is against a cat remaining in a bag, what do you think he feels about mages? Also Vengeance is a temporary form Justice takes when Anders have lost all control over himself. In other times its the same Justice, able to express himself through Anders, the fade encounter further proves this. Its pure Justice, Vengeance doesn't exist because Anders' anger doesn't exist to warp Justice in the fade as he is not in default control anymore.

Furthermore Justice talks about taking revenge a few times in Awakening like when entering woods and seeing the dead bodies. His exact words: "These people must be avenged." Comparing his conversations in awakening and the ones in DA2, its exactly the justice we know from Awakening. His warping into Vengeance is always temporary.

Correction: He said demon of retribution, not Vengeance. So forget about your holy kind of none-demony avenge thingy. The emotion is the same and stems from mortal desire to correct a wrong whatever you want to name it the source of this emotion is the same.
We both know spirits are deeply related to their host's emotions, even Wynne slips at the end cause of anger. That said Anders' anger and him losing himself transforms Justice into Vengeance, its no longer his friend Justice. But otherwise Justice is himself and able to express himself, such as telling Anders not to get drunk anymore or not to get obsessed with Hawke if romanced and many other stuff like this. This is not Vengeance speaking, its Justice. Jennifer Hapler has personally clarified Anders and Justice are far too complicated for the phrase "Spirit or Demon". Perhaps if there is a middleground between the two Justice would belong there. Anders' suppressed anger towards templars which he hid with humor in Awakening is the reason behind Justice change and throughout the game he only transforms into vengeance when Anders release this anger which usually happens when fighting Templars.

You cannot except Justice who shares body and soul to be not affected by this.
