I'm pretty sure it's a song about Celene. Andraste is never called an empress in any lore, the lion ins Celene's family crest and the melody of the song also features heavily in the soundtrack for both Val Royeaux and the "Wicked eyes and wicked hearts" mission. The latter is also the quest about Celene and her civil war.Just saying...
