Actually it specifically states that magic can't be used for teleportation. I just don't consider Varric's device to be actual teleportation.
I know, I'm just saying that in practical terms mages could probably do something of similar effect, "teleport" is just an easier way of describing whatever is happening
Well in the case of Varric's device just treat it like the Rogues in DA2, it's not actually teleportation lorewise. Mechanically it looks like it, but it isn't.
I will treat it like rogues in that game, and avoid using that ability, yes.
They've explained this multiples times, all the way back to Awakening and Velanna. They are not actually teleporting and what was said about teleportation in WoT was about how traveling works. Mages can't travel halfway across the world in the blink of an eye, dematerializing here and rematerializing there, they have to actual travel that distance in some way. That doesn't prevent them from using spells to hasten their travel over short distances through various means, like illusions or speed. There's nothing lore breaking about either instance in DAI. As explained by DG earlier this year.
The Cardinal Rule is meant to explain that magic cannot allow someone to disappear from one spot and reappear in another without somehow crossing the intermediate space. So no teleporting to the other side of a wall, no enemies appearing out of thin air through magic, no ability to travel long distances instantaneously.
Maybe unrealted much here but, it happened in DA2. No matter how hard you try to explain that, vendetta is going to teleport you in a blink of an eye, passing through solid objects.

You conveniently cut out the part of DG's post that specifically addresses how gameplay elements and visuals in the past had a tendency to contradict or muddle said lore and how they were aiming to be better about that in future, ie with DAI. So great DA2 Legacy had an exploitable ability, bravo.

Didn't you ask for a simple spell that "teleports" the same way Varric's device does? I didn't realise you were asking for the mage replica of Varric's ability.

Cassandra can smash gates with 2 jabs of her shield. A rogue can teleport\move right through it (as well as the floor). So again...what is the point of the gate if it can't keep anyone out?

You realise that instead of passing through the closed gate the Vendetta ability in that instance can simply be explained as it being allowing the character to jump up over the ledge, which actually makes perfect sense. And an old run down castle has a bad gate that can be smashed down isn't too hard too imagine. It's not because Cassandra is super strong its because the old gate in this instance was a piece of ****. I've kicked through masonry on several occasions myself (my uncle used to use me and my brothers as his personal wrecking crew when he was renovating)
