Perhaps, but you'd have to weigh that not just against the absence of risk, but against the possible gain from having a living non-possessed Dreamer. From my POV, the existence of a Dreamer is worth considerable risk in itself.
Also, for all intents and purposes you *are* killing him. Ask Karl.
Tevinter had several non-possessed Dreamers in its past and it was no utopia. The way I see it, the risk isn't worth the gain.

What makes you think he wants to go on a killing spree and take over the world. To make a kid tranquil based off what he may do, is jumping the gun.
I find the opinion that tranquility is equal to killing someone very offensive to tranquils like Owain.

It is more the fact, that Feynriel has so far failed horribly to manage his own problems. And he presents a very clear threat to ALL of Thedas. The chance that something may go wrong, is simply too big.

IMO the depiction of Tranquility can be a little uneven, and the experience seems to vary from person to person. The Tranquil mage in Asunder who helped Rhys and Evangeline demonstrated that she was perfectly capable of thinking for herself and resisting the templars; she just didn't choose to until that moment. On the other hand, some of the Tranquil wandering around the courtyard in Kirkwall act like they've been downright lobotomized.

Out of curiosity, where did you get this information? I know the Dalish reach adulthood when they get their facial tattoos, which is around 18-ish but can vary with individual.
