I know that you are supposed to receive a letter from both Meredith and Orsino after "Loose Ends". Also every time I go home I'm told I have a new letter waiting for me but cane find it. I can't start "The Last Straw" without that letter. Anything I might have forgotten to finish yet?
You probably solved this by now, but you get only one letter from Meredith's assistant after completing On the Loose. There is another quest, Best Served Cold, that you need to complete first. You should get the letter from Orsino for this quest, unless you sided with the templars in the beginning of Act 3, then you get it from Meredith again.
After you complete Best Served Cold, you should be able to start The Last Straw quest.
