The fact that Shepard died doesn't explain anything. He doesn't have any bureaucratic problems because of that. So, in fact, he should've been able to tell Cerberus to get lost and continue working as a Spectre. And, at the same time, contact the Alliance to investigate the abduction of human colonists. Instead, the developers basically forced the player to work for Cerberus.

The fact that he came back to life would bring up a lot of questions from the Alliance/Council. And after all, Cerberus gives you a four-deck ship and a crew. What does the Council give you? A mission with only the Normandy. Hell, Cerberus even gives you information on who you have to find and where they'd be.T0paze wrote...

So it's better just to stick with Cerberus and not have those crazy bureaucracies asking crazy questions.

That's a valid question, actually. I didn't like this aspect in Mass Effec 2.

How about the fact that Cerberus is widely regarded as a terrorist organization? Not only by aliens - by the Alliance as well.
It sounds like working for terrorists only because the government doesn't provide you with the same equipment.

Ok, maybe not PERFECTLY willing (which is understandable, given his current ties with Cerberus) but they do reinstate him without any problem.
