SOZ - Newly created characters lag in experince behind the party leader

My party leader is level 11, but if I want to pick new character, he gains enough experience to level up till level 9. Is this intended to happen? How can I solve this?

I didn't use any henchmen, but I did recruit many of them.

 

I'm playing Storm of Zehir and I'm in chapter 2.

kevL's way works, of course.  At some point it will be easier to just go to the Adventurer's Guild and buy the experience from your hoard.

 

This is not a bug, though.  This campaign differs from the other two in the sense that characters have independent XP totals.  Your new character started at level nine because you're far enough along (I think all that that requires is that you've made it to the Sword Coast);  earlier, he would have started at level four.

Having some party members who are at a lower level than others will increase the amount of experience you gain from overland encounters, since they lower the average party level.
