They want the characters they bring back to have a meaning in the story.

Is not like bioware did not brought characters back who had no meaning to the story. Do you remember most of the crew from Mass Effect 1 was brought in ME 2 only for cameo and with one of them really no relation to the story of that game. I mean one of the crew members you had to chose who to save.

That is different than the protagonist coming back for a pointless cameo though. The crew members had a relationship with Shepard, so their appearance meant something.
No they put them there because they meant something to us the players. The Warden means something to us also. And that dude saved the world or at least a big part of it and so will the herald or at least try so why not learn from the one who did it before you?

But the warden means more than a voiceless cameo, and that is my point. They can't half-ass a cameo because it would be meaningless.

I get were you are coming from if they make a apperance it should mean something in you opinion. But I think the warden's greatness ended in the witch hunt dlc. I just want him there for sentimental and role playing reasons.

To be completely honest and blunt, proper storytelling demands that the Warden speak in order for a potential appearance to make sense. There will be no way to satisfy a lot of people since most people who played DA: O have a pre-conceived notion of what their Warden should sound like, but a silent role for the Warden would only diminish the importance of the character and their presence. Bioware - and the players - need to bite the bullet and respect that the Warden can't come back unless s/he is given a proper voice and character.
The biggest reason Hawke is coming back is because they took the biggest part of the cancelled Exalted March expansion and put it into Inquisition so that is probably the part where Hawke comes in, plus even though The Warden is not making a physical appearance Bioware has said there will be a story aka a quest about The Warden in DAI.
I know the Warden isn't appearing but an idea occurred to me where if the Warden were ever to appear in game and be interacted with you would, besides been able to define the appearance, would be given a set of voices (based upon the ones from DAO) and possibly a list of mannerisms/traits (just, selfish, trustful, deceitful, etc) to choose from (voice should not determine overall behavior, I had a female Warden using a violent voice set but had a heart of gold, likewise someone who is polite and curt could just be waiting for the right moment to stab you in the back).
When your DAI character interacts with the Warden you would be given the usual dialogue wheel for talk choices, but then you be given another dialogue wheel for how you would want the Warden to respond to your character with the dialogue choices been based upon the given traits and potentially actions during DAO.
This might be able to satisfy some players by allowing them to continue to shape the Warden's character even if they are not playable, problem is the number of possible dialogue permutations could be mind boggling which would make it difficult to do.
Not if you have a little imagination...the Warden was much more player defined, and thus that personality was mostly filled out by the player. That's sort of what that kind of protagonist promotes, and likely the main reason so many people like their Wardens so much more than Hawke. They were their's.
Which is a pretty solid reason for the Warden not appearing, yeah. Hawke, meanwhile, was hardly player defined at all. Bit more characterized on the surface, sure, but that came at a cost.
Doesn't make up for lack of VA in my eyes. I'll always prefer Hawke over the Warden.
Eh, Hawke has a much more iconic look, male/female, and has far more quoted lines than the Warden.
If the Warden had a VA, a defined personality(Like Hawke has 3 choice variants), and couldn't die than I have no doubt that the Warden would be in DA:I like Hawke as they do have a CC in-game for Hawke. However, the Warden lacks all of those so that causes issues hence why the Warden wont be appearing in person.
It has nothing to do with people feeling overly attached to "their" Warden or not. After all, Hawke can make quite a bit of decisions, with varying results, and they do change quite a bit depending on the personality variant.

I think choosing mannerisms is already watering down what The Warden represents.
As for choosing what The Warden says in response to The Inquisitor, this would ruin immersion. Hawke is in the game because they can be true to how you crafted them without any extra input.
Rumor is that apparently the inquisitor goes missing, or something happens to him/her and the player will control hawke to go and save the inquisitor.

Hawke will probably be remade in game if you don't use the default look the Keep asks for. The Warden isn't in game.

I will HATE it if they delegate a quest to Hawke. While I liked the character in his own game, this is not his game. Inquisitor pc ONLY!

You will be able to make Hawke in CC at some point in the game.

I doubt it, that seems like it would be needlessly complicated. Since syncing characters from DAO/DA2 seems very unreliable, I doubt they'd tie the Keep to Hawke's customisation in DAI.
How about a DA 4 on war on the throne of Anderfels with the warden returning ? It can be done as a DAI expansion also.
