So I just thought of this and I might be tripping, but maybe we have to save the warden from a disaster or something?
He as far as I know disappeared somewhere and have not returned, and our missions regarding him/her is to rescue him. Since only Hawke is returning in person and not the Warden this might be possible... maybe

The warden isn't gonna appear physically in the game, but they do get more than just a passing reference.

I know that is why I wrote that we will try to rescue him or her, THAT is our reference to the warden. And later as a DLC or something we will finally meet the rescued warden in person.
