To my knowledge a Yeoman supposedly handles things such as keeping people updated on their mail and passing along messages. As for a Communications Specialist, that one eludes me. I had originally thought they were meant for public affairs. Apparently there is more to it. Samantha claims to have attended Oxford University but she never mentioned Communication classes, she mentioned working in labs with people taking apart GUI's. That seems like something a software or engineer world do. When Shepard referred to her as "Comm Specialist" I wondered why her post is not in the Communication room in the War Room. It also makes me wonder where Copeland would be sense he is never seen at any terminals. I do not have a problem with Samantha standing there -- I think she looks alright -- its nice have a pretty girl next to the Galactic Map.
Several good points and one I think overlooked by the Bioware guys. As you likely know, a GUI is simply the button which when pressed invokes an exectuable (or two). Dismantling and re-formatting one or more of those is not a job for your average semaphore signaller. Yes, using Samantha as a "You've got mail" beep isn't constructive use of her time, and I am unsure why she needs to be the only one in Shepherd's immediate vicinity while he is directing the Normandy's destinations. Joker seems to be reporting direct to Shepard on things such as key communications and reaper signatures so is he the exec (handicapped)?
Certainly Samantha would be better placed in the war room. Not only is she good to look at, but as the ship's specialist she needs to be a lot closer to Victus, Wrex, and the Quarian Admirals for critical communications and strategic intel supporting EDI not in a remote area such as the CIC
Sadly, nearly all, if not all the ME3 squad mates suffer from this same muteness in the second half of the game. Just go and count the number of conversations you have with each squad mate before the Coup and compare it to the amount they have afterwards. Prepare to have your mind blown.Ashley.

They at least chat with each other. Or to Joker. Or even move around the ship. Ash gets one intercom talk with Tali if you do the Cerberus Bomb mission after recruiting Tali.
One thing I don't like, is how Ashley, and Liara for that matter, don't leave their rooms to go stand or sit in another part of the ship, unless you do a specific story arc at a specific point in the game. If you do the Turian Bomb arc before Tuchanka, Ashley never leaves her room, if you do the Turian Bomb arc when Ashley is back, Liara never leaves her room. It's so damn stupid.
Not as stupid as Traynor not being able to move around the ship at all throughout the whole game or having no scene on the Citadel whereas the two you mentioned get a scene or more on the Citadel. The only time Traynor gets a scene on the Citadel is if the Citradel dlc is purchased

Liara has at least one conversation with Garrus in the bar and another with Shepard in his cabin outside the romance plot. I think Liara goes missing once as well though I'm not sure where she gets to. Ashley just basically stays dumb (apart from when she is trying to sleep off a drinking bout with Vega) in the lounge and Kaidan doesn't do much more. Not sure really if the EXMME1 companions should be on board the Normandy and don't really understand why Shepard was given the option to bring them aboard. As Spectres they would have their own agenda which, while allied with Shephard's would be independent of Normandy operations

Yeah, sorry. I'm not the biggest Ashley fan -- I mean, I like her okay, just not what they did to her character. Having said that, when Traynor told shep that she might want to check on Lieutenant-Commander Williams, I thought, 'oh joy.' ... I get the impression that a lot of people thought that was a ridiculous scene with Ash, but I got a laugh out of it.

There is a real pre/post divide in the game, like they got to Rannoch and someone stuck their head around the door and said "Er guys.. we've only got a week left to finish this you know..". When, for example, you go see Liara and all she has to say is "Good to see you" for the 100th time, it's a bit disapointing.

Could be worst. Could be forced to go through the dialogue wheel each time to see if they have something new to say only to learn that it has to wait for a minute because they're in the middle of some calibrations.
