Been a long time since I played ME1 but I don't remember Damping stunning enemies either. Although maybe ME1 definition of stun is different. Maybe it's just a penalty to accuracy, I don't know...

The only enemies I have seen Damping stun are husks. Actually, Damping may be the only good tech power against a group of husks.
Personally, I think Damping is a waste of a tech power. It does not seem to actually prevent enemy biotics or tech, just increase their cooldown (as opposed to enemy damping which does put all your tech and biotics on cooldown).
It does increase the Sabotage and Overload radius though, which is good. Unless you Sabotage someone in range of a Krogan or large bipedal geth. Then it really really sucks.

Just gave it a try and Damping does stun enemies. They just stand still for a few seconds. The problem is that unlike Neural Shock they are not knocked down and usefulness of the stun effect is diminished.

I used to always skip Damping, but now I like to have at least Basic or Advanced. It is useful on husk rush missions. Not so much anywhere else. And the tech area buff isn't too bad.
