I'm pretty content with the choices already made in terms of who can romance and what their orientations are.
If you can't romance certain companions then I hope they give a could explanation as to why that is. For example Varric, they just allude to it in DA2, but I'm hoping we will get the full story behind Bianca at some point.
Top companions to ship (in my opinion): Sera, ironbull, cullen, josephine, and blackwall.

Any character open for multiple races would have to be very unconventional ( like Iron Bull) or have a reason for not caring (like Morrigan in DA:O just needs a male warden to perform the Dark Ritual.)
I would also make Varric and Scout Harding romanceable for dwarves.

How I would do it:
-Cassandra --> Humans Only
-Cullen --> Humans and Elves only----Templar supporters only (Meaning if you express Promage dialogue a majority of times you'll get a "Cullen is dumping you" cut scene).
-Josephine --> All Races.---Rogues and Mages only
-Iron Bull --> Qunari and Humans only. -ProQun players only. Choose too many anti Qun dialogue and you trigger a "Iron Bull is dumping you/calling off fling" scene.
-Sera --> Elves and Dwarves only
-Dorian --> Mages only, Pro-mages only. Express too many anti mage dialogue and you trigger break up.
-Vivienne --> Warriors only.
-Blackwall --->All Races and Classes.
*Yes I left sexuality out of it.*
Who you cannot romance
-Cole
-Leliana
-Morrigan
-Solas
-Varric

I would have made Solas available for both Male and Female Elves. I was really disappointed that my male Elf wouldn't have an Elven romance option.
Otherwise, I'm pretty happy with the Romance Options we have in DA:I.

Reading everyone's comments on here I've realized that nobody will ever be pleased with any one set-up (shocker!). That said, I can respect both DA:2 and DA:I's take on romance. DA:2 attempted to just please as many as possible by making everyone pansexual, which for the most part worked out okay. But now in DA:I they're trying to establish realistic personalities by fixing various character's orientations and race-preferences while still leaving room to give everyone some options, and I respect that too. Only time will tell which was the better route to take.
It's just a shame that there's no mods because I think that this would really help out a lot of people. But maybe there will be console commands to mess with romance restrictions like in Origins. Still a shame that neither would ever unlock Leliana or Varric, but there it is.

If it was up to me i'd
1) make all companions either straight or playersexual,
2) Qunari and Dwarves would be race gated, sexual or romantic encounters of humans and elves with these races would be extremely rare,
3) "romance" with companions would actually be romantic and not just another way to get your d**k wet; it would also be very meaningful and have a strong impact on the story and ending.

The way I would have done this is:
Cassandra: female option, sexuality irrelevant (playersexual)
Dorian: male option, playersexual
Concentrate all the romance content in just those 2 and make it something relevant that affects the main storyline. If the player is interested in any other companion, he can use that line about pleasuring himself with great respect

Though I was slightly disappointed with the choices at first, I've come to accept them.
It's something different than what I would have chosen, so that means, I will have something to learn to love.
Perhaps, something with a dwarf romance would be nice for next time? Hint hint, Bioware.

I would make game with fewer romances. 2 romances to be exact. One male, one female, both are protagonist-sexual, so anyone can access them. Instead of having like 4+ romances where every NPC has fewer lines, I would save up all those lines of dialog and zots and give my 2 romances even more lines, more dialog, more cinematics, more depth. I would make them more human and more believable. Because Bioware's biggest problem with romance is the depiction of believable courtship. Part of this is Bioware's problem with the passage of time, and part of it is with Bioware's ability to depict the intimate, subtle nuances of human interaction, like touching and flirting. So I do think Bioware has a long way to go before I can take their romances seriously and I think the best place to start is to remove excess romances and focus on getting 2 romances done to the best of Bioware's technical and creative ability, ever.
