Right after you get Tali (Haestrom), you get a message "approving" the transfer.  At the end of the message, it says

"Should any harm come to her due to negligence on your part, this board will take severe and appropriate action."

So, if she dies on the suicide mission, does something happen in ME3?  Are you unable to procure the migrant fleet as a war asset?  Anything?

No, nothing happens. Admiral Xen takes Tali's place on the Dreadnaught, though she is not part of the squad. (you pick your squad from those team mates available on the Normandy.) Admiral Raan takes Tali's place during the final confrontation with Legion/Geth VI over whether to upload the code.

Personally, the idea that the Admiralty Board would take action against Shepard struck me as strange since they have no jurisdiction over Shepard.

Nothing happens. Her name never gets mentioned at all by the Admirals when you see them in ME3.

I guess death on a suicide mission isn't considered "negligent".

The message comes from her father, Admiral Rael'Zorah who is then found killed on the Alarei during Tali's loyalty mission. Here is his message:

Spoiler

I always got the impression that this message shows Rael's concern over his daughter's well-being rather than Admiralty Board's concern of "an honored member of the Fleet".

Yeah, just intimidating Shepard to make her Child survive. And since Rael'Zorah was involved in illegal experiments, they must've dishonored him, thus never mentioning his daughter, him and never getting any "Punishment" of sort...

I wonder if the migrant fleet would consider Tali's death negligent if you don't buy the shield upgrades for the Normandy.... not that I'd ever do that.

Well, at the time, Shepard is at least sort of with Cerberus, so the Fleet would probably feel justified in doing whatever they thought appropriate in response to Shepard's actions. The quarians aren't under the Council's aegis, and it's clear that the Council aren't actually going to do anything on Shepard's behalf during ME2. Maybe the Alliance would step in, but maybe not, given the political ramifications of antagonizing an entire species over the status of someone who is arguably an outlaw at the moment. (I'm not entirely clear on how law enforcement works under the Alliance - do they claim jurisdiction over all humans, or just the ones in what's recognized as human-controlled space?)

Practically, Shepard ends up in Alliance custody not long after the events of ME2, and Rael'Zorah is dead, so the remaining Admirals - however they would feel about Tali's death - probably figure it's not worth making an issue of it.
