I actually think she'll dance with any Inquisitor, if the ball, as I think, will happen mid-late in the game. The Inquisitor will have already gained enough reputation and power, so The dance won't cause many problems for either side.
Though they said there'll be exclusive content for The races, so we'll see.

It's possible, of course, but I actually hope that doesn't happen. I'd prefer the inquisitor's relationship with Celene and the noble class of Orlais would depend to some extent on our background choices. 

 

Thus far Thedas is shown to be a world with deep divisions between races, and as I mentioned, Celene has a history to run into a trouble with her "lenient" attitude towards elves. While we don't know at this point how powerful Inquisition will grow during DAI, I have a hard time believing Orlesian nobles would under any circumstances be able to approve their empress dancing with an elf, no matter how heroic or respected the said elf is. 

 

It's not just about race either. The human is the only noble background, and that should matter too.

The Problem is that by this logic the Inquisitor shouldn't even be present at The ball if not human.
If he's important enough that his status overcome his race and allowed him to be invited at the ball, dancing with the Empress isn't that big deal, in my opinion.
I do agree that the situation should be a bit different based on The race, but I honestly doubt you won't be able to dance. Bioware did say that in the end the people of Thedas would consider the Inquisitor more about his status then his race. The ball might occur in a moment in the game Where out status overcome the race problem.

So they really gave her short hair.? Really Bioware? Does every single woman in Thedas have to have short hair or no hair at all? Even the Empress of the fashion loving Orlais? Even if she is only a npc, so there shouldn't be any insoluble clipping issues?

There's a huge difference between being present at the ball and dancing with the Empress of the most powerful nation in Thedas. Everything Celene does is a political act and she has to take that into consideration. I'm pretty sure that such a strong personal acknowledgement from Celene is out of reach even for the most nobles in her court.  

 

But as I said, you may well be right. Especially towards the end of the game that scene could be plausible even with other races than human. We know very little about this scene to analyse it properly. It's just my opinion, that this would be a perfect opportunity to offer "race exclusive" content. Having different social positions between possible inquisitors should be reflected in the game in some manner. After all, Thedas is a racist world and most nations in it are more or less class societies.

Personally, I'd have your actions to date and your race dictate whether or not she dances with you. If you've made it a point to stay neutral in the conflict between her and the Duke, but have also not prevented or even encouraged people to think of you as 'The Herald of Andraste' Celene should be trying to get you to dance with her or be seen sitting with her at the ball. I mean at that point she would WANT to woo you to her side. Having the support of Andraste's chosen whether Dwarf, Qunari, Elf or Human might go a long way towards improving her own odds of success.

 

I'll dance with Celene....I might even support her efforts to retain the throne....but I'm going to need something in return and it's not her hand in marriage.
