I am trying to install the toolset on a Boot Camp partition, but when I launch the installer it gives me the message "Dragon Age: Origins game install not found." I have the Mac version of Dragon Age, so I copied the game files over onto the Windows partition and put them in both the "Program Files" and "Program Files (x86)" folders, but it still gives the same message. Where does the it expect to find game installed?

Just copying the game files won't do anything. That's not how Windows works. The installer is looking for DA's registry entries to tell it if/where the game is installed, which it won't find if you didn't install the game. Create a new text file, and paste in the following:

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\BioWare\Dragon Age]
"Language"="en"
"ProductName"="Dragon Age: Origins"
"Path"="C:\\Program Files (x86)\\Dragon Age"

Change the path to wherever you pasted the game files (but note it uses double back slashes, not single). Save the file and change the .TXT extension to .REG. Double click the file, it will ask if you want to add the information to the registry. Agree, then try the toolset installer again.
