I've done some searching around and I can't find definitive answers to these questions, though there may not be definitive answers yet, especially to the first.:

 

First of all: Have we seen the Inquisitor visiting any cities as of yet? Ones that aren't on fire or whatever, I mean.

And: Are there any armor restrictions? Can my warrior eschew wearing "proper" armor and instead wear a cool longcoat and a jaunty hat if the mood strikes me? I know that crafting equipment is important, but the sets of armor that I have found appealing have primarily been shown on rogue and mage Inquisitors.

We can't really see any shots of cities in this but clearly large buildings that would look silly in an non-urban area. This was very early so they could simply not have been done with cities yet. Since the world is supposed to be very dynamic, being in a city with random citicens gossiping could be a LOT of spoilers they won't risk showing in gameplay trailers since most of thoose are live. I wouldn't give up hope but not much is speaking for the inquisitor being in a major city open world style. We will go to a ball and Sera was supposed to come from the big city but that could be closed areas or cinematic or any of a 1000 things

 

second armor will be locked. we could se in the latest Gameplay trailer that some armour in the inventory were greyed out for sora like battlemage and so on. However I wouldn't despair. since you can make your own armour and they seem to see having lots of options as a point of pride. You should have plenty of very diffrent sets to play with no matter the class. Rogues will probably have more cool longcoats and  jaunty hats by defult but you should at least get one or a couple.
