A video is only as good as it's source.. If the original was 480p (DVD quality) or smaller, then it will get no better. You can reformat to a larger resolution, but you'll see no difference. In addition, you'll just make the file larger for no reason.
When films and shows are remastered, it's because they have an actual film source.
