Oh boy, what have I gotten myself into. Upfront I would like to say I only try to defend the point of view from a designers point of view (not necessarily Bioware's). Not really interested in having a discussion. I know as well that it would cost a lot of time and money if you would try to dress four different races. I'm not sure if you ever tried to design clothes in a 3D program for four different races?
First of all a sentence as "Dragon age is about the choices you (as the player) make." should be taken with a grain of salt. I mean there are always choices that you can't make. In this case apparently the choice to only have one sort of outfit apparently but also not the choice to be able to walk around in the night just as DA 2.
I'm not saying that a woman shouldn't be allowed to choose what kind of casual outfit she should wear. I would love it, if it were possible. My casual outfit in ME2 for my femshep is a dress. But you also might know what the purpose is the inquistor's visit of the ball, namely
I don't think catching a criminal in the act would be easy in a long dress, do you? : )

I agree with you that it is supposed to be an RPG, but it's the developer who decides what kind of RPG this is and where they want to focus specifically on. Bioware finds the story a much more important aspect. And different people have different opinions of what an RPG is. My standards are very low, I'm already happy with a setting as Dragon Age, the ability to choose my weapons and armor and the ability to interact with my companions. Some have higher standards, nothing wrong with it. What kind of game would you say is a real RPG?
I understand which direction you were trying to explain, no need to break out the crayons and paper. 
Furthermore, I feel as though you took my comments over the edge and across the valley. Yes, there are quite a few things in game we cannot make choices on and/or change. However we are speaking of an outfit here, not changing the color of the mountains.
Most players want their character to be unique, to have their own identity. If you’re allowed to customize your character, wear whatever armor and weapons you choose; then there should be no reason why a home base uniform and/or a ball uniform cannot be customize to your tastes too.
Yes, it does take a bit more time, but no more time than a player building a MOD to change said outfit.
You are there for a mission objective but that should not be the end all be all of reasons why your female Inquisitor is not allowed to wear a dress. I for one am nowhere near the type of player who receives a mission objective, go straight to it, get it done and ignore everything in-between. I for one will be running around checking every nook and cranny. Then attempting to get drunk off Orlesian wine and having a conversation with the cheese tray.
Being that is your mission objective, wouldn’t the character stand out less, by blending in with the crowd instead of standing out in a Nutcracker uniform?
The chances of this being changed before release are zero and hoping for a DLC to allow the player to change the outfit are up in the air. I do know MOD folks will be working away to allow players to change it, I for one will have just have to deal with the outfit since I am on console.
Thus far, I have yet to hear a compelling reason why we cannot from either a developer or a player trying to see it from a developer’s point of view. All I see is more holes then a slice of Swiss cheese.
