Romantically (in game, though I wouldn't say no IRL myself either...) it's always Isabela. Merrill is a sweetheart, and my FemHawke is usually tempted. But Isabela and Sarky Hawke just go beautifully together.
For myself and the characters as a whole, I genuinely love them all. Even mopey Anders. One of DA2's few strengths was the characters and their interactions. It did feel like a family. A friend described the DA:O/DA2 comparison well once: Origins is like an epic fantasy movie, whereas DA2 is more like a TV serial drama, focused on the characters and a smaller, contained story. The banter was just brilliant. One of the best in-game relationships was the antagonistic friendship between Aveline and Isabela. Isabela drove her up the wall, but Aveline told the Arishok to shove it when he wanted to take her away. That part always makes me smile. ![]()

Every playthrough, I was determined to romance a different character, because I wanted to explore the different scenes.
Ended up with Merrill every time.

Fenris
.
I've managed to finish the Isabela, Anders and Sebastian
romances (Merrill is adorable, but too much like a little sister for me to even think about romancing her), but it just wasn't the same. Something about Fenris's character is just so polarizing that it just seems wrong for my Hawke to romance anyone else.

"Isa"? I think you mean "Izzy."
I love Merrill, though. She is the closest character to being my waifu, out of all the Dragon Age characters. Of course, a certain pink-haired musical chick has taken that title (
).
Initially, I wanted for my male sarcastic Hawke to romance Izzy, and to romance Merrill in my diplomatic Hawke game, but I couldn't help but sleeping with Merrill anyways. IIRC, I kept both romances, before I restarted the game, whereupon I stuck with Izzy. It's better this way, because it allows me not to double up on romances... even if it meant I had to wait to romance a female elf character.
Indeed, I ended up romancing companions in this order:
Izzy -> Fen -> Merri -> Andy (and Tals)
For some reason, the closest I ever got to romancing Seb was in my Neutral Evil, aggressive Hawke playthrough. Maybe True Neutral Hawke just hit on too many people before meeting him, or something (I got a romantic dialogue conversation in my aggro game, that I didn't get in my 2nd sarcastic game).

Sarcastic Hawke and Isabela?
+1
The part where Isabela is getting annoyed about Gamlen and Hawke is teasing her:
Hawke: You find something inappropriate?
Isabela: Extremely so! It's... rather repulsive, actually. Please talk to him.
Hawke: But it's more entertaining if I don't.
Isabela: Hawke!
Hawke: You have pretty eyes.
Isabela: Oh, you're impossible!
The way Hawke says "you have pretty eyes" is just adorable.

Slightly OT, but that is a seriously awesome cosplay. As in, I keep having to double check that it's not actually a mod of some sort.

To be honest I like all the DA:2 companions, except Sebastian, who makes me puke! Even Anders, who is infuriating as hell is still basically a good, interesting character. Whilst nothing beats the the original DA:O crew, I've never had any issues with the DA:2 companions, and have never understood the people who complained about the party members, to me it was one of the best parts of the game.
If I had to choose a favorite I guess it would be Isabella. Isabella is great in so many ways. She's complicated, funny, multifaceted, defies expectations, has some terrific banter, and totally kicks ass to boot!
And from a purely game-mechanic standpoint she's also very interesting to level up, with some really agonising choices in what abilities to assign, because there's so many cool choices available, and I want them all! If you build her for pure DPS, so as to absolutely maximise critical strikes, with crit boosting jewellery, and the Carters' left and Right Hand daggers she's an absolute monster who can burn through tough enemies such as Templar Lieutenants in nanoseconds.

I love Fenris, especially if I'm playing a mage. Fenris is forever.
I still love Anders--so much feels everywhere--but, in the end, he's closer to his demon, Vengeance, than he will ever be with Hawke. Knowing this, I usually go for Fenris these days... and the odd Sebastian once in a blue moon.

Coming from a family with a strong magical heritage, my Hawke can sympathize with Merrill's internal struggle to use her powers wisely. Despite her sweet disposition he can also admire her drive to restore a part of her culture. Let us be perfectly frank here - Arlathan is not exactly getting built off screen as time goes on. Someone has to do something, and her commitment to her goal is something even a warrior like my Hawke can respect. They can both find comfort in each other as they pursue their own agendas and I think that is a powerful thing.
Agreed. I think that's something a lot of people miss about Merrill: her drive to succeed, her determination to improve the lot of her people. Yes, she's a sweet little cinnamon roll, but she's also got some steel to her.

I like that guard captain at the beginning who showed a vague interest in the well-being of Hawke. That was nice.
