Mass Effect was released on console first. Demiurge studio helped to port the game to PC, though you can tell that the game was designed with consoles in mind, not PC.
The sales on console of Mass Effct games are far greater on consoles than PC.
Just stating some fact. I'm a PC player, and i doubt Bioware would skip a PC release of the next ME game. PC gaming is getting a wider market, even if it is still far under consoles, you see lot of new editor releasing their game on PC. Square released the first FFXIII this month, after re-releasing FF VII and FF VIII, then FF III, FF IV, meaning there is a good chance to see in the future the other FFXIII, FFX remastered, and all hope remain for the upcoming FFXV.
Anyway, people just have to check the number of users playng games on steams and how it's growing to get the fact that PC is still a market that can add to the profit... and in these days of economic crisis, it would be unwise to look damn on this extra money.

Guys just remember that sites like kpopstarz have had those stories up for months they just edit and repost them occasionally so it appears with todays date attached. That way anyone searching 'mass effect 4' comes across a story they think is from today and they get a hit.

I doubted it, what with the focus on Origin and PC gaming. PC gaming also offers nuts who will buy older games and try to make them work on their systems, like me. Console exclusive games are pretty much dead when a generation goes as far as new revenue as well as being the platform where second hand games and DLC sales are non-existent.
Damn it, now I won't be able to get the image of Mass Effect as a Gameboy Colour game from my head all day.

No license fees, no profit cuts.
Plus, all three Mass Effect games combined sold at least 2 million copies on PC, which isn't the world but still a quite sizable income.

I can see that there will be two new Mass Effect games. Mass Effect for Wii U and Mass Effect for Nintendo 3DS. The 3DS version will be released a month or so before the Wii U version.
