A lot of past content will no doubt surface in text form in the overworld map through agent missions. Perhaps Bethany will be an important leader among the mages if she survived DA2 as a Circle Mage. Perhaps Carver will be with a detachment of Grey Wardens tasked with eradicating Darkspawn in a given region. We could then communicate and work with them to both our mutual ends through our agents, possibly with the bonus of acquiring Hawke's aid in the process.

 

This way we get closure and a good chunk of Inquisition Points and Power.

The only problem with that would be the fact that many people used custom Hawke, so Carver/Bethany worked from several different presets that may not be acknowledged in the game. Unless of course they use presets based on how you customize Hawke's skin color/eye shape, but even that sounds like more work than need be. But I can still picture people raging over Bethany/Carver being the default even when using a custom Hawke. 

 

I can definitely see them being mentioned though. As a Warden Blackwall might have come across them, Cullen might given mention of Templar Carver while Vivi might have encountered Circle Bethany.
