equiping weapons at locker

I am just beginning this game. I have gotten onto the Normandy 2  and want to equip weapons for me and my 2 team members for the 1st quest to find more squad members. When I open Shepard's slot weapons show up in a box on the right but nothing happens if I click. In a YouTube video it showed them green and able to be chosen. There is no option to choose any on mine. I went to a place off the ship to begin the first quest but when I clicked to engage a weapon or bring up the HUD screen nothing happened. What have I missed here?

You'll need to unlock new weapons during story missions in order to be able to equip them. If you play without any weapon DLCs, you'll only be provided the default starter weapons early in the game and must aquire new ones on missions.

 

You are not able to use weapons or issue commands to your squad in hub (peacful) areas, so the hud screen won't work there. You'll be able to use it in combat areas.

During the quest to recruit the Professor, usually one of the first quests players do, the Professor will give you a new Pistol. At that point you will have two Pistols to choose from. You can then go to the weapon locker in the Professor's clinic and change your own weapon or that of your squad between the Carnifex (the new weapon the Professor gave you) and the Predator (your starter Pistol). For Shepard I would recommend using the Predator. Even though it does less damage per shot, it has a higher RoF than the Carnifex, it has a clip that is twice as large, 12 vs 6, and it has twice as many spare clips, meaning that one load-out will do more damage than the Carnifex. For the squad, since they never run out of ammo, I would recommend equipping the Carnifex.

 

Another mission where you will pick up a new weapon is the Archangel mission. There you will pick up the Vindicator assault rifle which is much better than the Avenger.

 

If you have the Stolen Memory DLC, you get a new squad mate, Kasumi, and if you do her mission you will get a new SMG, the Locust. The Locust is much better on Shepard than the starting Shuriken. Later on, you can pick up another SMG called the Tempest. It is a good weapon, but is very inaccurate for long range shooting.

 

There is at least one DLC pack that provides alternate weapons including the Mattock assault rifle (very good for a Soldier) the Geth Plasma Shotgun (a longer range shotgun that is good on squad mates) and the Phalanx pistol.

 

If you do the mission on Haestrom on hardcore or insanity difficulty you can get the Geth Pulse Rifle at the end of the mission, although it is not really a good weapon.

Hardcore/Insanity is a big leap in difficulty, mostly because all the enemies have an additional layer of protection. Vorcha have armor, mercs have shields, Collectors have barriers and there is no power that is effective against all three

For completeness sake:

 

During the mission to recruit the assassin a new sniper rifle becomes available: the Viper. It does less damage per shot than the starting Mantis, but has many more shots and has a high RoF. The Mantis is s single shot weapon and only has 9 spare shots. The Viper is a semi-automatic and has a 12 shot clip and 48 spare shots available.

 

During the mission to recruit the Justicar, a new shotgun will become available, the Scimitar. It features a very high RoF.

 

Two more DLC guns are the Incisor sniper rifle an the Eviscerator shotgun. The Incisor is a poor weapon on Shepard because of its very low ammo reserve, but excellent for squad mates because of a bug where the damage they  do is not reduced like it is supposed to be. The Eviscerator is a longer range shotgun and I believe that DLC may be free.

 

Without spoiling anything: somewhere around the middle of the game, depending on your class, you will be able to upgrade either sniper rifle to the Widow, the shotgun to the Claymore, or the assault rifle to the Revenant. Each has its pluses and minuses. Both Widow and Claymore are single shot, high damage weapons with low ammo capacity, while the Revenant features a large ammo reserve, high damage per shot, but poor accuracy.

 

If you have the Collector's Edition then you can also get the Collector assault rifle which is similar to the Avenger.

The "upgrades" only apply to several classes: the Soldier gets the choice of any of the three, the Infiltrator can choose the SR and the Vanguard can upgrade their shotgun. All other classes can pick training in the weapon of their choice (ie Infiltrator can pick shotguns).

One of the best DLC weapons is the Heavy Pistol Phalanx. It has more damage than Carnifex and has a laser bean that helps a lot to kill in long range. It's very useful if you don't have Sniper Rifle training. Since it's DLC you can use it right from the start. It's way better than the Predator.

Another good DLC weapon in the SMG Locust that comes with Kasumi DLC. It has a better DPS and accuracy than Shuriken (It works almost like a light assault rifle) and it can be acquired in the beginning of the game. The only catch is that you have to do the mission to get it and it is not so easy.
