My xbox has been really weird so I can't have xbox live now, and I wondered if you need xbox live to be able to import save files to mass effect 2. On gears of war 2 you could unlock some characters if you had achievments from the first game, but it didn't work since I didn't have xbox live. So, is it the same even if it isn't about achievments?

You don't need Xbox Live to import a character in ME2. All you need is your special end game save which is created at the end of ME1. You will miss out on the free DLC though with Live.
