Sorry if this has been answered before, but are retail pre-order codes
specific to their platforms? Meaning, if I had a Terminus gear code for
the 360 would I get the items in my PC version?

I have no idea, but with Dragon Age all of the preorder items I got only applied to the version I purchased, which in my case is PC. The only bonus codes that applied to all 3 platforms that are registered on my account came from free promotions.
So if I had to make an educated guess, I'd say no.
