I was really looking forward to adding onto my old save on Dragon age Origins and even Dragon Age 2 to finish a couple options, but i can not seem to pull up my old characters on the Keep? Are we not supposed to be able to view our old characters or is mine not working?
Also i can not figure out how to create a custom Hero, if someone could help me out with this i would really appreciate it.

You can not create a custom hero in the Keep; that's not what it's for. Any references you see here to "custom" heroes refer to heroes you've already created in DA:O or DA2.
It should be possible to bring those characters into the Keep by going into the tapestry, pulling up the drop down menu in the top left-hand corner, and clicking the Sync option.
There are still problems with syncing though. Some people are having all their characters successfully imported, other people are having some characters but not others, and some of us are not getting any characters to show up at all. Try it and report back!
Yeah i figured it out now...one issue im having witht he tapestry is it doesn't seem to recognize (SPOILERS) The morrigan having alistairs baby as an option. I cant have my warden live AND alistair be king, which is what i did in my most recent playthrough.
You can. You have to find the person who killed the archdeamon and set it on them. I had the same problem and had to go to the Loghain tile and selected he died to get both options of Warden alive and Alistair King.
