I still think the reason you're getting so many people not saying the Harrier has to do with the wording of the topic. You specifically asked what rifle won the war not which rifle is the best. It doesn't matter how powerful or amazing a weapon is everyone in the galaxy is using something else. It would have to be a God weapon to kill enough reaper troops to compensate for its lack of presence on the battlefield. Like for every time the trigger is pulled a platoon of reapers go down. Only with that level of insane destruction would it manage to tally up enough score to match the avenger. Though even then its debatable if it'd actually surpass it. The avenger is just too wide-spread.
Is the Harrier "the rifle that won the Reaper War"?

It's just a fact, not an opinion.
Haven't tried it on SP -yet-, but in MP just put an equally skilled TGI-Lancer against a TGI-Harrier, and the Harrier will always win. It's just how both rifles are, and the vast amount of damage the Harrier can deliver.
As I said, the only thing against the Harrier is it's limited ammo, but that's nothing you can't solve with a minimum of ammo management.

Personally in SP I like the Revenant LMG it has high ammo capacity and deals a ton of damage with built in armor penetration and with the stability mod I can fire accurately even without cover.
