Not sure how this makes sense, but choosing to help Yevhen in DA2 forces Nathaniel to be dead from Awakening, so this definitely seems like a bug.

Nope 100% accurate. Yeven's quest only appeared in DA2 when Nathaniel was dead (which happened more often than it should have due to a bug making Nathaniel dead in DAA when people thought he was alive).

You only get the quest to help Yevhen in DA2 if Nathaniel is dead. If Nathaniel is alive you get a different quest.
