I remember this option too...  In my opinion it's pretty clear in the DA Keep. 

 

If she dies, it means you didn't defend the town. 

 

If she goes and starts a brewery, it means you gave her the money to do so. 

 

If she takes ownership of the bar and names it Warden's Rest, it means you somehow got Lloyd out of the picture. 

 

If she leaves Redcliff, it means she went to become a maid.  That's the ONLY way she could leave Redcliff.  There was no option in the game where she just left the town and didn't start a brewery. 

 

Except there is no mention of being a maid or working for Bann Tegan in the description AND if she was a maid for Bann Tegan she may not have left Redcliffe at all because Tegan takes over rule of Redcliffe if Alsitair is king. If it was supposed to mean she was a maid in the "Bella left Redcliffe ending" why wouldn't it just say so? Since it's the default choice in the Keep, I think it's supposed to be what happens when you don't help her.

 

There is no option in game where she just leaves and doesn't start a brewery. Therefore that option should be removed from the Keep. And it should be replaced by a "Became Bann Tegan's maid" and a "Bella continued to work in Lloyd's Tavern" option.

On my ending epilogue of the last playthrough she was bann teagans maid too, but I've never had any dialogue options to make her his maid.
So I don't no if it was a bug in the epilogue or if I did someting particular to trigger it.

It depends I would say.
They rebuild redcliffe in the years after the blight, so it isn't worse or better then give her money to go to denerim in my opinion.
I personally like the fact that the tavern will be renamed the grey warden's rest if she stays in redcliffe.
