The Dragon Age Origins copy I have registered is the Ultimate Edition. I first noticed a problem when in my rewards the Blood Dragon Armor was locked despite having the armor in Dragon Age Origins, Dragon Age II, and Mass Effect 2. What later caught me off guard was that my Keep was telling me that I didn't have any of the DLC despite owning the Ultimate Edition.

?  I was having trouble with the Keep too, still kinda am, but it doesnt seem to load your choices just your characters and then you pick your choices even to content you havent bought so unless your warden was wearing the armor i dont see how that would come up......

It also seems to affect my DA2 DLC as well, despite having all the achievement for the game, including the ones for the DLC.

Are your copies of DAO and DA2 on a console?

If yes, then a large number of people have a similar problem.  The Keep team is looking into it.  If you play on the PC, then you may have chosen not to select the option to submit data to Bioware in either game.

The DLC like that is probably just for your profile. You can see a "career" page that will show what you've bought, similar to the Bioware Social Network.

Jennie, you are correct. Synching your characters only loads name, class, race. All choices have to be manually input. If you didn't play a DLC, there are options to say you never encountered characters or situations.

Same here, it just doesn't load the DLC for now. But it is a known problem.
For the time being, just click the dlc squares you are missing and ask to troubleshoot 'em. Keep devs need to work on it.
Really hope it doesn't void some sweet rewards for DA:I.
