So I found a website of a guy already receiving his DA:I in the mail. Of course he is a journalist, but why are we waiting the extra 3 weeks for our copy if you are already completed the game and pressed the CDs?

Hey there. So Dragon Age Inquisition has 'Gone Gold' as they say. Here's what that means.
The game is feature complete, and in its final form. The team is effectively 'done' on this project, and most of them are probably taking time off to recover from the crunch time that precedes this.
Why do they do this? Well, if you want to sell millions of copies of a game, then you need to actually produce those copies. You need to stamp them to disk, package them, print out the inserts that go in the cases, handle the logistics of shipping and selling them, etc. Its not really 'for the press to play it' or 'for marketing' at all. Its because it takes time - usually two to four weeks, depending on the developer and how they do things - to actually produce the game and get it out to merchants.
They do also utilize this time for press reviews, and to push marketing, mind - but those are secondary, and would simply be moved backward if the game released earlier. This is now the window where the game is done and the Devs can only wait to hear what people think of it.
