US players likely think of the head administrator of a prison. I don't know the term Warden in regards to traffic. Or what a womble is.

Traffic Wardens are called Meter maids in the US, I believe?
A Womble is British slang for any well-meaning but ineffectual person, based upon a group of fictional children's tv creatures obsessed with seeking out and collecting junk. Basically, the comparison is that Traffic Wardens seek out cars to clamp and ticket in the same obsessive manner, while their "cousins" in the Highway's Agency take the comparison even further by often locking down entire lanes of motorways for several hours, simply to find a single lost wing-mirror!
It's not a very flattering nickname, I'll grant you!
