Get exceedingly frustrated at the amount of level IV consumables you acquire.

 

(I bought 20 Arsenal Packs in a row a few weeks ago. No UR cards. Then later I went through Spectre>PSP>Arsenal>Reserve for about 1.5 million credits and got 3, from the PSPs, IIRC. RNG is RNG.)

In my experience go between all 3 packs. Get about 5 PSP's, 5 AR's, and 5 Reservist's packs. You'll be really surprised how often you get UR's in the last one.

This right here, the math proves all 99k packs have the same UR drop rates, plus mgamerz found where the rate is hard coded and it matches the statistics. APs won't drop common character card though so they're probably the best bet. Any other advice is based on anecdotal evidence.

You could just play on Crashsuit's host. It will help you max out your manifest in a single afternoon. That's just a tip for life.

Just make sure to spend your credits before they wrap around to 0 again.

Arsenal Packs were what I used mainly due to not getting random character cards after they're maxed out.
