in the keep it says you can save the keep and the city in awakening.

I did all the upgrades and side missions and it was always a choice of the city being destroyed or the fort the warden uses. Unless they mean when you help the city and the keep stays up for a while instead of being utterly destroyed.

Do all upgrades and the Keep will defend itself sucessfully.

The choice is when you save the city and the keep has enough upgrades to survive.

you mean the one where it says some survive? The one where it says they pounded the wall for X amount of days until the walls crumbled?

Um, no. I was thinking when it says the horde broke against the walls, meaning the siege failed.

You never fully 'save' the Keep, but if it is upgraded then you can have companions not die etc and the walls to survive for longer and with less casualties if you do all upgrades. That's what they mean by saving both the Keep and Amaranthine.

That means the darkspawn couldn't get through; the walls didn't break, they did.

Is there any reason NOT to get all the upgrades? Aside from genuinely missing some due to not exploring?
