Ah, okay, the Gaider says the Qunari was never into the Qun. I stand corrected. I apologize. In that case, the Qunari mage was probably taught by a hedge mage or an escaped Saarabas. Maybe the Saarabas was the only survivor of some battle and the Inquisitor was an infant who survived and was brought with the Saarabas.
We also know that the player can't have been taught by a saarebas, since from the wording it's not hard to tell that they're not nearly limited enough in their power.
The Qunari player was never a Saarebas. A Saarebas is somebody who is essentially a hedge mage because they never received proper instruction. So, they - their talent are expressed - sort of turned into weapons. Any kind of instructions they receive is basically to challenge their magic power into destructive manners. So they just point a Saarebas at somebody and shoot, is basically all the Qunari would permit. They're not going to have more subtle arts - they won't be able to do crowd control. Or do different things.
