What's cruelly lacking in Thedas are schools, for both mages and mundanes. Mages need to be taught how to control their power, and mundanes need to learn how to deal with magic. Templar-like specialists are an absolute necessity, obviously, but there is no need to have them under a religious authority. Having them as a kind of police force makes way more sense, and by not having to sacrifice their life for that job, more people might be interested in joining.
Traumatizing kids by taking them away from their families is idiotic and counterproductive. They resent the Circle, and parents that love their kids will do anything to hide them. This kind of system is just begging for apostates.
Tranquility is a horrendous practice and it's not surprising that many mages would prefer blood magic rather than ending up lobotomized. You can't blame people who have committed no crime to want freedom, it's human.
Mages could be tremendously useful for the population: hospitals are a given, but there are probably tons of other practical uses for magic. Just look at what Isseya managed to do during the 4th Blight with the flying machines (she had the help of Gryffons but still!).
Of course, this is the POV of a 21th century human, and it's never going to happen in Thedas.
