Also sub-Saharan does not equal black nor is it the only ethnicity of "black"
Black people originate from Sub-Saharan Africa. Much like White people(Europids that is) originate from Europe.
There can be considerable variation of physical features even among people from the same region, so I don't think it is unrealistic that a Rivain has different looking people from it. This whole thread sounds like someone wants to play a whites-only game, and I am sure there are plenty of games like that elsewhere.
Tell me... what are Kunari supposed to be in medieval Europe? Did we have Dalish elves in the 1300s? Were the Darkspawn a thing back then?

I don't think you understand what the phrase "based on" means. It doesn't mean it has to copy every aspect of Europe. It means it takes some prominant aspects and makes up whatever else.

OP, first you have to realize that this a fantasy setting and not meant to be perfectly analogous to our own. We know that Humans came from another continent roughly 2,000 years before DA:O. What we know of Thedosian geography implies that the planet's equator is located somewhere north of Tevinter. That could account for the darker skin tones in Rivain, Antiva, and maybe Tevinter.

Qunari seem more Ottoman than African. There are a lot of comparisons to be made with Qunaris and Ottomans.

Rivain is relatively small, so if the people there originally looked like people from Sub-Saharan Africa look like in our world, it would make some sense that by now the majority of the population of Rivain might be what we would consider mixed-race looking. So you'd have a wide palette of different skin tones there.
The Rivainis are known for being accomplished seafarers so maybe they come from another land that is sub-Saharan, we know as we go farther north the climate gets warmer as can be seen with Seheron and Par Vollen. We won't know more about them or their culture/climate until we visit those lands so ultimately this just seems to be complaining.

The peoples of Thedas didn't evolve there, they came from elsewhere on ships hundreds of years ago and muscled the elves out. Obviously those ships contained more than just white people, and those non-white people had babies too

Stop being hostile. Black people did originate from Sub-Saharan Africa and they then migrated to the north where they were sadly enslaved and to the far south where they were again, sadly enslaved by the Dutch and Brits towards the age of colonialism.

IN this new DA game, apparently Vivienne is a Rivaini and she is BLACK.
It doesn't make sense in this medieval European setting to darken the pigment up of one nation. Where do these sub-Saharan esque people come from? Why aren't they more prevalent considering that historically, negroids reproduce more rapidly than Caucasoids and negroid features are dominant compared to recessive Caucasoid features when interracial mingling occurs?
What are the Rivaini people? They cant be white, gypsy and black. If there are both white, gypsy and black people in Rivain, are there any racial tensions?

Well, considering how Thedas is heavily based on Medieval Europe, i dont understand why their is a sub-saharan person in it. Not saying it's a bad thing, but there should be some context on where black people come from.
Just because there is some influence doesn't mean it has to have limitations based on said influence. What if they made all the qunari french all of a sudden? Would they need to explain a particular reason why and how the french came to be in Thedas? No. The devs just got inspired by french and wanted the qunari to have it (this is a weird example, but you get my point). I would have made the Orlesians as my example but it doesn't make my point as evident. Being white doesn't have to be the default in Thedas or any fictional setting if they don't desire it to be.
