I'd find it pretty disturbing if Vivienne buried her long-time lover and then instantly moved on to the Inquisitor. It was creepy enough when Jaheira did it in Baldur's Gate 2.
I mean, they could have structured events differently or gotten rid of the Bastien subplot altogether if they'd wanted her to be a romance, but clearly they didn't, for whatever reason. (I think the reason is far more likely to be 'Mary Kirby doesn't really like writing romances' than racism. Of all her characters across three Dragon Age games, Merrill was the only romance. Compare that to Jennifer Hepler and Patrick Weekes who wrote two each despite working on fewer games than Kirby, Sheryl Chee writing three and David Gaider being responsible for a whopping six Dragon Age romances.)
Especially since Jaheira was supposed to be your foster mother after Gorion's death!
As for Vivienne: I suspect the Bastien storyline was created first. And when the time came to decide on romance subplots, they looked at that and went "Nope. Vivienne's already in love. Would be too creepy to see her move on that fast."
