I have seen no evidence that the Mass Effect team wants to implement it either, so no I don't mean that.

The Mass Effect team was never interested in marriage for that statement to be accurate. But considering Shepard said s/he'd marry Liara, you'd still be wrong.

But SWTOR did and that came out just 9 months after DA 2 and four months before ME 3 .

That is left to us adding/changing the details from our own imagination during our gameplay.  A ChYOA game will deviate at least a little from what any one player wants.  The whole point of a ChYOA game is that the player is the storyteller instead of the game's writer's/devs.  So what you choose to 'want' is what happens.  Choosing to expect any company to release a game or create a DLC that fits what you want perfectly is to choose to live with disappointment, IMHO. 

minus the bastard child from the dwarf male noble and morrigans old god child what about the ladies ? will my queen finnaly have a succesor for fereldan throne and have alistair finnaly take a break from the ''hard work'' whit the queen on child bearing proccess ? but seriously will that option be open i didnt go trough the romance and those gifts and quest to get in his pants just to have empty slot on maternity ward
