Does DAI begin in 9:40 or 9:40?
I've seen some places say 9:40, some 9:42 and I'm just kinda confused, so any clarification would help.

I'd say between 9:40 /9:41
Cassandra arrives in Kirkwall to interrogate Varric in 9: 40 .
DAI begins sometimes after that .
The 9:42 I think comes from Last Flight , possible it was a mistake.
I assumed it was 9:42 due to Last Flight, but then it wouldn't be the first time the novels had inaccurate dating. Either the Calling or Stolen Throne has timeline issues as well.
In a recent interview, Mark Darrah said it started a few months after Cass finished interrogating Varric, which would make it 9:40–41, depending.

Varric and Cassandra certainly took their time getting to Haven.
So that is roughly 11-12 years after Origins then??
Hopefully they'll tell us in-game exactly what year it is, as it seems like there is no concrete date yet. I'd always thought it was just after Cass interrogated Varric.

DA in general doesn't have the best timeline issues. Excluding the novels, there's the issue with Anders already being in Kirkwall and merged with Justice a shockingly short amount of time after Awakening is supposed to have taken place (I think 3-6 months after Origins or so). You can make it work with a little fiddling. There are bigger issues in The Calling, I think, regarding the whole Alistair timeline.

I see what you mean. Origin says November 17th; Google says November 18th; and Europe is likely to get it on the 21st.
So 9:42 then.

I think it's wrong to assume Cassandra keeps Varric prisoner.

Weird wouldn't be the word I'd use. Funny is more like it. Imagine his reaction as she comes back and conscripts his ass just as he starts packing his **** with the intention of skipping town.
I think I have heard Mark Darrah? (I think it was Mark Darrah?) say in an interview that DA: Inquisition begins a few months after the events of DA2 has finished. It means, as I heard it, that the game starts just after Varric and Cassandra reaches I think it was Val Royeaux (sp?) And it takes them a few months to go there - after Cassandra has finished with her book-knife-stabbing interview...
eh - I mean - finished interviewing or maybe rather inqusitioning Varric...
