Vivienne herself is intriguing. On the one hand she saves the guy's life even if she was probably tempted to atomize him a second earlier. On the other hand, what kind of person smirks when they see a big-ass hellgate tear open the sky and spew out demons?

My theory is that Vivienne believes rebel mages are out to sabotage reform/peace, and when she sees the green explosion she assumes it was yet another attempt to cause trouble. I saw it as a "figures they'd do **** like this" smirk, and not a "About time" smirk.

There are multiple negotiations but yes, the ones he is probably referring to are C and G. Orlais has no authority over the templars and mages.

her standing about mage uprising is more opinion of politician than mage, she is most likely to be that sort of companion which will have some sceletons in closet, but not personal as much as her own political ambitions. From what I could see so far, I think that she is most likely threat to Inquisition than benefit, she simply does not do things which won´t benefit her at all, that´s why I won´t work with her...
