Changed my mind the game breaking bug i just got hit with in DA:I and spending 17 hours trying to become a rift mage has driven me up the wall and i'll probably wait and see if ME3 has anything similar, still a purchase but yeah pre-order is out the window now.
I'm glad I pre-ordered DA:I but for ME4 I think I'll wait for a price drop

I'm waiting for the bugs to be patched over in DA:I before getting it. No reason to pay the full price to get an incomplete game.
I'm also hoping that the weird vaseline look NPCs sometimes get is a fixable thing.

During my hours playing DA:I, I have forgiven Bioware for the ME3 experience. The game is reminding me of Oblivion except with a plot, a party, and it's the biggest Bioware game yet. I love the open world feel of the game. So yes, I will pre-order the next Mass Effect, and Cassandra will shove a sword through the console of anyone who won't.

BioWare is certainly on the right track, but I wouldn't say it's on the level of Oblivion yet. BioWare will need to actually go open world first, rather than sticking to divided zones. I also wouldn't mind if they incorporated some semblance of level scaling, as zones become pointless if you out-level them. Not the terrible level-scaling in Oblivion either (I still have nightmares of Khajiit Highwaymen in Daedric Armor...), but the level-scaling in Fallout 3 and Skyrim. I actually wouldn't mind Morrowind's approach, although that would be too hardcore for most gamers today. I'm hoping TW3 will be closer to that perfect mix of BGS open world with BioWare storytelling. If not, there is always hope that Fallout 4 will pull it off. Maybe BioWare will get it perfect with the next Mass Effect.

As other's said, too many bugs in pc games these days and I'm not too trusting of review sites anymore.
I'll want to see some experiences first. Oviously I'm rather attracted to the ME universe, so I'm not too hard a sell, but it would be nice to know a game doesn't trash my harddrive's or something.
Hell no - i never preorder anything since i find it insane to pay for something i have no idea will be any good.
Still a great game btw biowares best for a long time.

The games complete it just has a few bugs if you're waiting for a game to be released without them it'll never happen but your doing the smart thing for sure. I've put it way till the patches come out i can't start a new game after 60+hours it would drive me crazy.
Edit: I've also yet to come across anyone with the same problem as me so it's also rare but i usually get the rare bugs it's just my luck in the world.

I think it's more than a few. Granted, I haven't played it but the consensus seems to be that it's pretty bug ridden, although not as bad as AC: Unity (I bet BioWare is glad that game was released at the same time to draw the heat away).

I didn't snag any of the ME3 DLC, didn't buy DA:3 even though I hear it's a worthy successor to DA:O, so I can't imagine that I would buy ME 4 let alone preorder it.
About the only way I would buy an ME4 would be if they "fixed" the ME3 ending OR if they just rebooted the entire ME series with the EXACT knowledge of what they wanted to build towards and implemented that in each of the games in the rebooted series.
After playing roughly 60 hours of DA:I, I can clarify my original answer and say I am very optimistic for a ME game that will look as shiny. Really looking forward to ranged combat with guns and biotics and techsplosions and planetary exploration in the Mako. I feel like that guy at the ticket booth of Armax Arena: "I can't wait!"
