I scanned through exe with Hex Workshop and it seems just checks if language is available to user (not sure though). It does contain settings for all languages. So if localization is indeed inside .cas files, its probably contain all languages. Locked&Encrypted.
Side question, can I buy and register another copy of DAI (eu or us) on the same account? If other options won't work...

If I use en.toc(renamed to ru.toc) and ru.sb game loads but all text is invisible. This leads me to believe this is problem with fonts. I assume in this case game loads English text but to display it uses Russian font(because of the filename 'ru')

Oh, I'm so blind. Yeah, we actually can download the English voice pack in Germany (and France etc, I suppose). Sorry for the misunderstanding, and good luck to you guys!

Denuvo is anti-tamper protection that prevents any file modifications, doubtful this will work. Besides, I'm not that tech to mess around with exe files

I have the Polish version and it still hangs on startup with no text displayed if I overwrite the files.

Can you try to rename en.toc to pl.toc and leave pl.sb as it is, and try to launch the game?
So frustrating, really.. A friend used VPN to buy the game 'in' Peru and he has all the available languages to choose from. Including Rus/Pol. I will probably do the same and buy the game from there, even if I can't refund the game. I'd still save €20,- compared to buying in the NL...
EA must have a financial reason for allowing only Rus/Pol in those countries. Seems like punishment to me.

RU/PL version already has English voiceover, so no DLC for this version. We 'only' get stuck with crappy UI, paraphrases and codex entries,

There is a solution: return the money after game is released in your country and buy it through VPN/proxy in Brazil/Peru. Costs the same, includes all languages.
Locales are in some small files because reinstalling PL version over RU took 2 seconds of downloading something or they are all encrypted in those cas fles

I can confirm this works, you'll get two copies of DAI in your Origin library and, guess what, English will magically unlock in options (if you've copied the files to /loctext before). Of course, you'd need to use a VPN to purchase this other copy in the first place -- which EA might not like. But, seeing as I've already paid through the nose for my region-locked copy and then bought another one on top of that just to have English text, I very much doubt they're going to ban my account, remove the game or something. After all, it could take them a good while to find another customer this desperate. 
Is en_GB different from en_US? I searched through registry and noticed that Deluxe content locale set to en_US by default. And all my other Origin games has GDFBinary_en_US.dll, not GDFBinary_en_GB.dll.

The question is... What about the savegames? I've played the butchered Russian version for a while now - the game is too great. If I go for a refund and purchase a version with English, will I be able to load my savegame?

I haven't started with the Polish version myself but I'd bet a lot of money against any problems with saves happening. Language files aside, both versions are completely identical. The only issue is that everytime on startup there's a check for 'eligible' languages, and those seem tied to your version/product key.

You can switch the text to English. Go into the options (3rd from bottom) Audio (4th from bottom) Text Language is 2nd last

Nope. In fact, there's not even a choice between Russian and Polish, you're just stuck permanently with whichever was picked initially during preload/installation.
