If you guys write a full and detailed guide on how to reliably do that, I will update the FAQ with it.

That's just weird. The German version contain all languages, including Russian and Polish.
Maybe you should PM (or better tweet) a producer, like Mark Darrah, and ask if they can do something about that.
As many people here have pointed out, it's a clear, even if rather unwelcome, demonstration of publisher's attitudes and policies in the region. Apparently, all animals are equal, but some are more equal than others. It is very disappointing, but not altogether unexpected.
So far no new info.
Let us hope we get an answer to this eventually, and that the developers would be able to make a difference.
All right. The solution is here.
While it's an imperfect solution at best (and hardly an appropriate one considering my circumstances), thank you for the effort. I'm sure it's appreciated.

Good. Now let's try to refine this method, and eliminate the unnecessary steps. What I've found out so far is:
- Everything related to GDFBinary_en_US.dll is unneeded. You can leave GDFBinary_ru_RU.dll as it is both in the game directory and in the registry.
- Changing HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\BioWare\Dragon Age Inquisition\Locale to en_US can be skipped. If you leave it at ru_RU, the game will launch in Russian, but you'll be able to select English from the in-game menu.
- Files en.sb and en.toc are absolutely needed. You won't be able to activate English subtitles without them.
More testing to follow...

Will do
But I want to do some testing first, and get some more confirmations from other people.

Using 3rd party launcher might just qualify as "DRM circumvention".
True, and I'd never follow this solution, I guess. On the other hand - it's meant for the legal customers that own their legally purchased game. They still need Origin to play MP and such. The only thing this launcher does is preventing Origin from changing the text preferences. Still looks more risky than playing a VPN-purchased game for me, but I'm glad that people have more options to solve the problem now. Great job!

Ubisoft has the same bullshit policy. The only games I ever bought were Ass. Creed and ME/DA. I guess if they keep this languagism, my money will find a better use.

Still baffled from what I had to do to unlock some friggin' english subtitles, this is ridiculous.

In case using this method somehow gets you banned, be sure to tell here. Using 3rd party launcher might just qualify as "DRM circumvention".
I`m not sure why that would qualify as "DRM circumvention", I still run origin with the game anyway O_o

All right, the method seems to be bulletproof even after repairing the game in Origin, although with a few quirks
Registry editing also appears totally unneeded - the respective values are changed automatically when you change the language in-game. Stand by for the final detailed guide...

All right. The solution is here. I was so stupid. Stupid, stupid, stupid... Here are the steps. Some of them may be skipped, further testing is needed. International language pack files to follow.
1) Copy en.sb and en.toc files from the international version to the "C:\Program Files (x86)\Electronic Arts\Dragon Age Inquisition\Data\Win32\loctext" directory. You don't need to delete the "ru" files.
2) Copy GDFBinary_en_US.dll from the international version to the "C:\Program Files (x86)\Electronic Arts\Dragon Age Inquisition\__Installer" directory. You do not need to delete GDFBinary_ru_RU.dll.
3) Open the registry editor, go to "HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\BioWare\Dragon Age Inquisition", and change the following keys:
Locale: from "ru_RU" to "en_US".
GDFBinary: from "C:\Program Files (x86)\Electronic Arts\Dragon Age Inquisition\__Installer\GDFBinary_ru_RU.dll" to "C:\Program Files (x86)\Electronic Arts\Dragon Age Inquisition\__Installer\GDFBinary_en_US.dll".
4) Now go to the "HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Origin Games" key. There will be a bunch of subkeys related to Dragon Age Inquisition. Change the "Locale" to "en_US" for all of them.
5) Download Outcome - free replacement for the Origin client: http://outcome.nofate.me/
6) CLOSE ORIGIN!!! (this was my mistake). Run Outcome, log in with your origin credentials, and let it patch the DragonAgeInquisition.par file.
7) Run the game directly (DragonAgeInquisition.exe) or using a desktop shortcut. Enjoy the full international version
Please confirm that it's working for you.

So if I understand correctly by doing this thing we can't play MP or sth?
Hmm
Welp, I've already used VPN to purchase the game so I guess I won't have to go though all of this
Unless I did sth wrong and the game still has only rus/pol subtitles
Anyway, you are amazing. You did sth for fans while devs keep silent. Thanks

Enabling English subtitles in the region-locked Russian/Polish version of Dragon Age: Inquisition
1) Install the game normally using Origin.
2) Download the English language pack: http://rghost.net/59136659 (Note to other members: please feel free to re-upload the pack to other file hosting services).
3) Extract the archive contents into "Dragon Age Inquisition\Data\Win32\loctext". The default path for 64-bit systems is "C:\Program Files (x86)\Electronic Arts\Dragon Age Inquisition\Data\Win32\loctext". You do not need to delete the existing files (ru.sb and ru.toc or pl.sb and pl.toc, depending on your selected language version). Leaving them in place will let you switch freely between English and Russian/Polish subtitles.
4) Download and install Outcome - free replacement for the Origin client: http://outcome.nofate.me/
5) Close Origin. This is important! If Origin remains running, it will always force the game to start in the "Russian/Polish only" mode.
6) Run Outcome and log in with your Origin credentials. Outcome will automatically patch "DragonAgeInquisition.par" in the Dragon Age Inquisition directory and create a .bak file. Note: if DragonAgeInquisition.par is overwritten (for example, if you do a game repair in Origin), Outcome will be unable to patch it again until you manually delete the DragonAgeInquisition.par.bak file.
7) Launch the game directly by double-clicking DragonAgeInquisition.exe in the Dragon Age Inquisition directory, or use the desktop shortcut if you created one.
8) Choose your desired subtitle language in the game: "Настройки - > Звук -> Язык текста" in Russian, "Options - > Audio -> Text Language" in English (Note to other members: please feel free to add the correct path for the Polish version).
9) Optional: to access online features such as multiplayer and Dragon Age Keep, Alt-Tab from the game, run Origin, log in and go online, then Alt-Tab back into the game and press "Log In" on the main screen. Don't forget to close Origin when you need re-launch the game.

It's ridiculous that we need to go to these lengths to play the game in any language we want. Who the hell came up with this idea? I actually had to get a refund for my polish/russian version of the game and buy British for almost double the price (double the bloody price!) to have it run in english without resorting to modifying game's files. And even doing that wasn't easy.
I can't comprehend what are the benefits that come from limiting language options in the game. Ridiculous.

That being asked. I'm still waiting for an official answer and good will to provide polish and russian players with english subtitles. I have bought this game from Origins and 219zł is not a small price for a game.

What about achievements?
They are account-bound, my guess is that they either sync aoutomatically ( if you have origin constantly online) or should sync once you log into origin.

Hope you won't mind, I quoted your finding here:
Not sure if quoting this on the official EA support site was a good idea... Bioware have been lenient about such mods for a long time, I remember openly discussing "un-localization" of ME3 on the official Bioware forums, and it didn't even raise an eyebrow. The guys from EA, however, might get pissed off...

It is ridiculous that we must mess with our game so much for original text.
I mean - using pirate version is much simplier than that.
Anyway digital_daemon you did a great research. Thank you!

Just my two cents.
The game locale is set up by environment variable EAGameLocale which Origin sets up for the game process, so in theory there should be a more safer/easier way to do this (and no, setting it manually in system settings doesn't work, as Origin overrides it for the process).

I live in Poland. Can I buy a DVD version of the Inquisition in the UK and still be able to play it? Or is my Polish Origin client going to block the game?
