By the way, I just found out that DA:I pre-order is eligible for return program. So if we pre-order and, say, see that there's no English text available, we can return the game and get money back.
Ah finally... that's all I was saying. thank you tmp7704. Try it out in your country with other BW/EA games. It's not a definite answer but it can help you decide. I finally preordered this last week-end , as the language thing was a game-breaker for me, and I'm confident it will work. If not, I'll get reimbursed via the Great games something warranty and manage using other means.
Expecting an official response at this time from the devs/EA is not realistic. It's a minor issue for them. If I understand correctly, launch time for games company is the equivalent of a closing for business lawyers, which I was, i.e. little or no sleep, thousands of issues popping out...
After doing some research, I think I understand how language restriction in Origin works.
EA don't restrict language based on the country, they restrict language based on the activation key that you use for the game.
For example, I live in Russia and when I buy any game in Origin, it will sold me the key for my region and I will get only Russian language, and even if I move, for example, to England, the game still will be only in Russian language.
But it's also works the other way around, if I buy English key for the game in any store and activate it in Origin in Russia, I will get only English language in the game.
An answer would be nice indeed, if it's a "no, there's no English text available" then the UK version from GMG could be an option, but their most recent discount voucher expires in like two days. Hopefully they'll have another afterwards...

In this Russian thread on EA Answers HQ I am given a definite reply by EA Community Manager that the game will only have English VO and Russian text and if I want an English text as well I need to purchase an English version of the game.
Call me an optimist, but I still have my doubts in EA support. They can't even put the proper date, and that's less than a fortnight before release.
But If that's truly the case - I know what to do, and so do we all. Another 'int_pack' is coming soon.

Int_pack might only help just as much. Having a region-locked game may also delay the updates. Also, these updates and patches might reset the game language or even conflict with the game that was unofficially patched.
Lastly, I don't want to be locked to play with Russians in the multiplayer.

Yep, the store is still in Russian, the rest of Origin is in English, interface and such.
Found the same version in Origin store and the languages are exactly the same as the "Download" asked me to pick, English is among them. The full list of languages is as follows: Czech, German, English, Spanish, French, Italian, Polish, Russian.

Changing all account info to english does not help (even the country of residence), i have tried it on me3... i love my native language and to see what translators do to it hurts my brain (as well as hearing one thing and reading another), i would love to have an option to at least buy extra language pack

Polish Origin claims that supported languages for Dragon Age Inquisition are Polish and Russian. Only. Nothing else.
This is different then all other other Dragon Age and Mass Effect games, which (according to Polish version of Origin store) have multiple language options, including English. This information is correct, as all my Bioware games are in English, although I cannot be certain for Mass Effect 1 as it was installed from a CD (which BTW had as an option a fully localized version, including audio, back from the times when CD Projekt was responsible for translation of Bioware games. But I digress)

However I just looked up this: g2a.com - it sells keys and you download it via Origin (duh), it has the UK English version. And it appears that UK English version is actually more expensive than Russian. And with current rur exchange rate...

Yes, what you describe is exactly the same in Russian Origin.
DA:O and DA2 and older games only had Russian and Polish languages initially. Users claim they have received English language support much later.
As far as I have determined, you can purchase a legit English version of the game by using either a foreign store (amazon.com, amazon.co.uk, GMG.com (no longer available), etc.) or by using a VPN and reopening the Origin. It will detect your location by IP and offer you the corresponding deals.
As of yet, the most promising option for all the residents of Russia/CIS and other affected countries is to purchase a Mexican version - it has English language support and is cheaper than US/UK versions. It's only 10$ more expensive than the Russian version. If you have already pre-ordered a Russian version, you cancel it and get your money back via special Great Games return program in Origin.
As I said, I just had another talk with EA Community Manager yesterday and today in the Answer HQ. She said (translated):
The only language available in Russia is Russian and Polish. If you want an English language, buy a European version of the game. In Europe you can either buy regional European versions or a general European versions.
